perspiration is in now way a direct indicator of an elevated metabolic rate. ambient room temperature (if inside), relative humidity and hydration levels are just some factors that could cause a person to sweat or not...

If you mean those plastic suits from the 60s/70s where you sit around and sweat, those make you lose "weight", but not fat. You lose water weight, which you will gain back next time you take a drink.
Sweating from exercising is from burning calories, which will help you lose fat.

if you are not exercising while sweating you will only lose water weight and as soon as you drink soemthing the weight comes right back

Yes, but this weight loss is only temporary. Athletes who have to qualify for weight classes before a competition (e.g. boxers or wrestlers) often use this method a day or two before a weigh-in. However, this is not "real" weight-loss -- it's only loss of water from your body tissue. As soon as you rehydrate yourself, the weight returns. It's also not terribly good for you to do this over and over, so I wouldn't recommend it!
