If you are talking about slavery, it a person can be bought and sold, it's no great leap that they could be used, abused and worked to death.

There is often a surge of adrenaline when an officer must suddenly jump into pursuit mode, and it is difficult to shut off when the suspect is caught and restrained.
It's common sense, officers. When he asks a question in law enforcement and police, it should be obvious to you that "Peculiar" institution refers to police officers.

i've only heard of slavery refereed to as that "peculiar institution", is that what you are referring to?
