Specifically closed stairs (i.e. there is a "knee wall" around), and the options are carpeting or engineered wood with nosing on the treads. Thanks.

No. As long as the tread Length and rise height are consistent per local code. Shouldn't be a problem. Good luck.

First of all, I have made my cats a "condo" and now looking back (although proud of my work) I would do what I just did recently and buy one off of e-bay. In the long run it was cheeper and WAY bigger and cooler than the one I made. That said if you really want to make your own here a few suggestions. I made mine about 5 feet tall like a bookshelf with particle board and 2 x 4's (home depot) and "tunnels" made out of this thick cardboard tube they use to make concrete pilings ( get these at a place that caters more toward contractors in your area.) I got the carpet from a carpet store in the back where they sell all of the left overs, remnants and junk. I then attached the carpet with gorilla glue ( very tough and sticky and you can get it at most all hardware stores) and a big staple gun. The one I made has so far lasted for about 10 years and the cats still sleep in it but like I said, it was a bigger task than I thought it would be in the beginning. There were alot of power tools involved - table saw to cut the wood, drill to assemble etc. The ones I got online from amarkat are about 8 feet tall and cost about $100 with shipping (smaller ones $40 and up) and were very well made and easy to assemble and so knowing what I know now I would never make another one. If you're going to cover up the stairs with carpet, the wood underneath doesn't have to be 'pretty' and thus would be cheaper.
It is easier to keep wooden stairs clean, but then the wood must be finished attractively.
I would pick wood - anytime.
