Muslims give alms(1 0f 5 Pillars Of Islam) throughout the year and it is due at a certain time around the month of Ramadan. As far as giving charity aside from the amount they must give(a certain calcluated percentage of 1years savings), yes it is especially good to give charity during Ramadan as the good deeds of any good action are amplified. yes muslims give alms to the poor not only in ramadan period but always. because this is what Allah require all muslim to do. and if you do it either you are muslim or not there is a reward for it. it is good to give than to receive.
