Key issues will depend on conditions such as traffic and weather... and most importantly police presence. In the absense of police and other cars or pedestrians in the road, you can "get away with" driving upto the point where your driving skill ends and you crash (probably don't want to even approach this area).
If observed by the police, you will probably be given a leeway of upto 5mph (though, if you're in a school zone or something similar you may not get that much latitude). On a freeway where all traffic is moving 10 or more faster than the speed limit, you can probably get away with moving at the same rate as traffic, as long as you don't begin darting in and out of lanes or doing anything else that would call undue attention to yourself.

Well, here in Colorado, we can usually only get away with 5 over on city streets, as well as highways. I think 9 over is the general rule of thumb on interstates. But, in R.I, when i spent a yr there....it was 10 over in town and on highways and up to 15 over in I-95...i think it just kinda depends. I wouldnt go more than 5 over (weather permitting of course) just to be safe....
btw, i did get pulled over a couple weeks ago by a statey....i was doing 69 in a 60...got a warning

Here in San Diego county, the freeway speed limit is 65. Anything over 80 gets you a ticket. You can go 70-75 and the highway patrol will pass you by.

In a town, depends on the cop, usually 4-5 miles per hour over and they'll snag ya. Out on the highway,, state police rule of thumb is 10%.

I'd say you can push the pedal to the metal and go as fast as your heart desires. And you can get away with it anywhere (as long as law enforcement doesn't catch you). However, I wouldn't recommend going too fast over the limit, because the faster you drive, the less control you have over your vehicle, and if something goes wrong, there can be some serious consiquences.

My dad was a cop and would always say " 9 you're fine, 10, you're mine". I would say on the interstate 9 over on rural roads and around town no more than 5 over.

I myself know a few state troopers and police, and it is true...they all say 9 your fine..10 your mine. its a good rule to live by...
