Maybe a naughty letter with a matching picture?
lol.. sorry.
My wife sent me a "love message in a bottle" my second tour over there. It was cool.
She got a cheap, stained-brown plastic bottle from Dollar General that looked kinda rustic, typed out a letter in fancy font, rolled it up and tied it with string, stuck it in the bottle, corked it, tied a bow around the bottle, and mailed it to me. I'd have to say that is the coolest V-Day gift I ever received.

Here's what my husband and his freinds always get from their wives and girlfreinds:
1-Anything to do with Hygene, deoderant, shaving cream, razors etc.
2- The Croc sandals you can find really in any store even the rip off version are great shower shoes just make sure they have the holes, they help keep their feet clean and the sand out as they shower.
3- Magazines they like- Maxim, Sports Illustrated, Hot rod etc.
4- Video or computer games if they took a system or laptop with them.
5- A favorite snack other then chocolate or ice cream, more like chips and gum, things that can last longer then two weeks because it can take longer then that sometimes to get it.
6- fans that clip onto their beds
7- Bug Spray with DEET (otherwise it won't do any good, it has to have Deet)
8- Sunscreen if he works days
Don't send a video unless he has a portable and be careful because they have buddies right next door who could accidently see or hear same with photos. Webcams are nice only if he has his own computer there with him though. Good luck!

How about a spoof video production of something like the original Star Wars. Get a bunch of friends that he knows and have them dress up best they can like characters in Star Wars. Really ham it up and have some light saber battle scenes and such. You be Leah (the lead).
Write out the credits of who played what character on a long length of paper and at the end scroll it down past the camera.
If you don't like the movie Star Wars just pick another movie and do the same thing. Maybe a movie that you two have watched like The Princess Bride and make sure and use some of the funny quotable dialogue from the movie.
He will get a kick out of watching everybody and he will appreciate the effort and time that everyone put into it just for his enjoyment.

if hes into the sentimental stuff you could give him a box filled with stars that have different quotes or nicknames, phrases, first date, special dates anything of importance between the 2 of you that you write down onto the stars.to make it more personal take a special date like the day you 2 met or your anniversary and count from that day till valentines day and put that many stars inside the box and on the inside of the box write down how many days, months, years, hours, seconds you have been together you can find this out online with a certain sate to date calendar.and on the outside of the box you can write "If I had a star for every time you made me smile I would have the entire night sky in my arms"you know something romantic like that...I made one for my man for xmas and he said it was the best gift I could have given him.

I would strongly suggest against any stuff teddy bears or the like.
Maybe send him something like a phone card so he can call you and you can wish him a happy Valentine's Day and tell him that you love him.

Nothing naughty unless you want him to get in a world of trouble! I'm in the military and those things are STRICTLY prohibited from the M.E. I think he'd love anything from the heart...I've seen a few homemade cookie/brownie suggestions..I'd go with that and a simple letter from the heart!

How bout coordinating a letter writing campaign from all his friends and family. That way, for his birthday he will receive a big package with TONS of letters and well wishes. And he will appreciate that you coordinated the whole thing for him.
