In general, .pl at the end of an email address or website address (URL) indicates that a given address belongs to a person, organization or institution based in Poland.

However, there are websites in Poland which allow anybody to create free email accounts with addresses ending with .pl, just like Yahoo! in the United States allows you to create a free email address ending with @yahoo.com. Therefore, it is completely realistic that a person living in, say, Chicago, could go to a Poland-based website and set up an email address ending with .pl for himself or herself. In other words, just because you're receiving an email from an address ending with .pl does not necessarily mean the sender is physically located in Poland. Neither does it automatically mean that the message comes from a "legitimate" party. In addition, an email address belonging to an undoubtedly trustworthy person could be taken over illegitimately by a hacker, spammer or a worm (virus). Therefore, even if you are receiving an email from someone you already know, you need to use your judgment to decide that each message is indeed from the person whose address appears in the electronic envelope, just like with any letter delivered to you by the Post Office.

The specific email address you asked about (purplecandey@up.pl) belongs to a user who created his or her email address on the small Polish-language website at http://www.up.pl . I looked at that website. It appears to be run by a very small firm or maybe even one amateur in Poland. That website lets people create email addresses for free.
