Why is the owner liable? If the owner has done everything within reason to keep the cow out of the road, (proper fencing, etc.) then there is no liability on his part. How would you react if your pet dog dug out of your fenced yard, bolted into the street and was hit by a car? Would you really think this was YOUR fault and you should be expected to pay for damages?
Now -- if the owner of the cow has had ongoing problems with his livestock wandering the roadways, fences in poor condition, etc. then you will have a very good case for compensation.

Who is liable depends upon local laws.

In the UK, the car driver is liable. Ditto for US states with Open Range laws. In this case, the owner of the cow will collect from the car's driver or owner.

In other locations, the owner of the cow is liable to the car's owner for damages to the car.

Wait.. (atleast if you live in the US) you really think your not going to have to go through your own insurance and you think the owner of the cow is going to be liable? GOOD LUCK WITH THAT (notice the sarcasm). You can't just hit a cow because its in the road... your at fault here.. file through your carrier

In the UK the driver of the car would be liable as the cow would be classified as a dumb animal. Unless the driver could prove that he/she was dumber than the cow of course.............
