why won't it let me change my desktop display to a image rather than just a color?

First, are you following the directions. Next, do you have an image to load, which I guess you do. Third, is the software correctly installed and all there? Upgrades can have stuff missing and still sort of work.
Make sure you are doing things correctly. Next check the location of the file you are trying to use. Then check the file. If the file is bad, no picture. Then consider the operating system. Check your available memory, though I really doubt this. You should have gotten a memory error message if memory was the problem. If everything else is working, back up everything and forget the picture unless you just want to re-install everything.
