Let me start by saying I am a safe, insured driver.
For various reasons, I would like details on taking a driving test abroad – many people on this forum have suggested India, Philippians, Egypt etc. in response to other people’s questions.
Could someone who has actually go through this process (above board – not fake, scam licences pls) let me know exactly where to go and how to arrange it.

The only conceivable reason I can come up with as to why you're considering this is that you're banned in the UK. I've seen this before, it doesn't work, you're STILL banned in this country no matter what licence you might produce and you're liable to arrest. It'll come up if the police do a check.

if you are a safe, insured driver, i am not sure why you would want to go abroad to get a license. upon your return it will be valid for a maximum of 12 months, and only can you exchange it to a UK one during that period if it has been issued in certain countries - all of which would require you residence in their own country and theory, practical, plus additional requirements, such as first aid course, mechanical knowledge...
if you were to go to a country that does not have an exchange agreement, then you would have to re-sit the test here within a 12 month period (personal experience).

I am not sure what you are gaining, other than the expense of travel, learning under different rules and regulations and then going through all the process again (even if, as you say it is all legal and above board)!

May I suggest you re-think what you intend to do and sit for an exam here or wherever you are legally resident?

For the most part you need to be in the country legally to get a license. And the duration of your stay needs to be longer than the mandatory period for licensing. For example, in the UK you must get a license once you've been there for over a year. The normal tourist visa is 6 months. You'd need a visa that was good for more than 6 months, and preferrably more than a year before the UK authorities would give you a license. Normally someone on a tourist visa is not allowed to get a license.

Also, most countries only run testing in the native language(s) of the counrty. Be prepared to read, write, and speak the language.

Lastly, most countries will collect your foreign license upon issue of their national license.

You go to the licensing authority in the country that you want a license in.
