Well, definitely a Sesame Street cake! You can go to a party supply store and they usually have different aisles with different themes. They probably have an aisle with nothing but Sesame Street party supplies.

I had a 2nd birthday party for my son and I was SO worried about entertaining the little ones. Turns out, they don't really stay organized for many games. Seriously, keep it really short and simple. They go bonkers for birthday hats, singing Happy Birthday and blowing out candles.
I had play-doh set up for everyone when they arrived and it was an amazing hit. We had one little game (pin the tail on the donkey - yours can be "stick the nose on Elmo") and a very small pinata (also a big seller). Give little gifts bags with a couple stickers and some bubbles, and you're done. Anything more would have been too much.
As for food etc. - you're in luck - you'll be able to find Sesame Street themed stuff for gift bags & tablecloths, etc pretty easily. Use bright red tablecloths, get balloons in primary colors and it looks great with very little effort. I did a bunch of finger foods and at the last minute ordered pizza (at my son's request). Know what? The pizza was the biggest hit!
It doesn't mean it has to be tacky, just don't stress too much. The person above has fantastic creative ideas, but unless you have a ton of help, you'll go crazy cutting out cookie cutter shapes and making your own cakes. Pick one or two things if you want to get crafty - the most important thing is being able to enjoy the day!

I just went to my twin 2-year old nephews' Sesame Street birthday party in December! :) They LOVED the ballons. My in-laws got sesame street character mylar balloons and had them tied to the backs of the kids chairs at the table. The kids played with them for a long time. :) The 2-year olds didn't care much for opening gifts. They got a few opened then ran off to play. The older childred at the party helped open the rest of the mountain of gifts. My sister-in-law's mother recorded who gave what gift and my sis-in-law sent out cute Sesame Street thank-yous later. My brother bought the cake in a larger city, but at a Sam's Club, so maybe you could find that. It was really great and the bakery at Sam's did a good job. They had cupcakes with Sesame Street rings in the tops (large plastic toy rings). The parents also got a smaller cake for the twins to destroy. One twin had the best time making a mess of himself and the other wanted to play with the balloons and wouldn't eat the cake until I gave him a spoon! HA HA! The best advice I think I can give is don't structure the party too much. Remember that you're going to have two toddlers running around. Also, have someone else keep an eye on the kids throughout the party. You can easily get distracted talking to guests or opening gifts and it helps to have an extra pair of eyes and hands. :) My brother was totally in charge of getting the cake cut and handed out which allowed my sis-in-law to handle the kids and talk to people. Enlist help! HA HA! My brother put a movie on the TV (I think it was a Disney movie) and just let it play. When it ended, he restarted it. The kids didn't watch it, but it would occupy them from time to time. My brother also had several of the kids' toys out in the family room so the kids that were guests could play. This worked out really well. I don't know if you'll be able to have games or not; if so, they'll have to be short. It may depend on how many older kids you have coming. Also, have someone else in charge of your camera! Enlist a teenage relative or a family member to take the pictures. My sis-in-law made a touching speech (very short and informal) right before opening gifts and that made everyone feel welcome and feel good (connected). So that might be an idea. Consider having you photo albums out of the past 2 years (or pix of your baby shower, etc) out where adults can get to them. The adults will enjoy reminiscing. Don't stress and have fun! They are only 2 once! :)

I love birthday parties. Sesame Street has so many cute themes!!!
DECORATIONS
I always get a package of plates small and large and the theme and then a solid color package of each size.
Same with cups/bowls/napkins 2 size napkins
Then decorate the table with a cloth and lay all your stuff you.
I always mix the plates/napkins/etc every other one. oh so cute!!!
Balloons are fun!!!
Good bags filled with candy a juice box and maybe a small toy or un- blown balloons.
GAMES AND MORE
You don’t have to have a lot of games. Make it short and sweat. Have fun. You can do some music let the kids play and dance. Or no goodie bag do a piñata!
FOOD
Pizza is always great and cheap. These days you can get a lot of pizza for not a lot of money. You can even have then cut the pizza in small slices so it will go further.
Cake and Ice cream
For my daughter 2nd Birthday we did bbq I had a local place smoke 2 brisket, bake beans, smoke sausage, chips, pop, cake, ice cream, corn on the cob, bread, and some other things that go with brisket. It was a big hit!
There two so you can keep it simple and fun…

Oh my gosh! How much fun!
For money saving, try hitting a party store and looking at the discontinued lines. I've had great luck with this. They'll put stuff on the deep discount rack b/c they no longer have one matching thing, like napkins. But, you can just get solids that match and it looks great!
If you are computer savvy, I'd look into downloading Sesame Street tunes. There's all kinds of soundtracks to shows out there and it would add to the atmosphere w/o being totally distracting.
What about a cookie monster cookie hunt? Cardboard cutouts of cookies would be very easy to make, and you could hide them around the house. Whoever found the most cookies could win a prize (adults would have to help obviously!)
-BTW... is this a kids party, or for family and adults?
For decorations, I'd go with mostly bright primary colors with a few Sesame Street additions here and there. Otherwise it gets a bit overwhelming. If the girls have a favorite character, I'd decoratae with things he/she/it likes. Triangles for Tully's triangle collection, pigeons for Bert, etc.
As far as food, cakes can be tough if you are making them yourself and trying to decorate. What about doing Rubber Duckie cupcakes? You could ice them all blue and top each one off with a yellow peep. If you could find a long thin container to keep them in, you could even dress it up like a bathtub.

You picked a great theme! There's tons of decorations out there for Sesame Street (plates, hats, balloons, and etc..). Any party store or even grocery store (in this area we have wegman's and they had tons of sesame street things) should carry Sesame Street.
I had a Sesame Street theme for my daughter's first birthday. For food we had: Cookies! (cookie monster shaped!), watermelon (slice the watermelon, then use cookie cutters to cut out shapes, you can get sesame street cookie cutters at any craft place), popcorn (in a big bird bowl), veggies. For a cake you can have one large one for all your guests and two smaller ones for each of your girls (if you lived near me I could do your cakes, I have tons of pans and do it for many people in my spare time) You could pick each girls favorite character and make them a small cake of that character. For the large cake just do a general sesame street theme (any grocery store can do this for you, as well). For drinks you could have bottled water and punch.
As for games, you could try pin the tail on snuffalupagus (sp?). I don't think 2 year olds would get that though (maybe don't blind fold them). Or, if you watch sesame street you know that Big Bird does "journey to ernie". You could hide an ernie doll and let the kids try and find him after giving them clues. Then just hand out a little stuffed sesame street doll to all the kids for trying. Hmm...that's all I can think of for now. Good Luck and have fun!!

CUPCAKES, no ice cream. they are easier, and the kids dont have to wait for you to cut the cake. that and it gives you more time to enjoy it. you should also think about having it at a gymnastic place that hosts parties. my niece did this, and those little girls in the tutus LOVED it. plus, you dont have to clean up. think outside the box, but dont make it so elaborate, they will love the action, not do much the decoration. balloons are good, and take home gifts, but thats about it. make them some crowns to wear like miss piggy... something that labels them as the birthday girls....HAVE FUN. its a cute age.

2 year olds have a real short attention span and don't have the best motor skills. It's best to bring out a whole bunch of toys and let them have a go at them.

My suggestion is to save your energy for a birthday party that they'll remember.
At only two, they're pretty easy to please, so don't stress out about it too much. They mostly won't be interested in structured things like pin-the-tail-on-the-donkey, so it will just save you stress if you don't try to force them into it.
They'll be much more ready for this type of thing at 4 or 5, and will be more likely to remember what a great event you put together for them then.
