When I want to say that some one, like W. Bush, e.g., is since a given time in the past, killing some people and goes on doing this, can I use that such form?

"Bush and Blair 'have been killing' thousand civilians and young militars in Iraq".

Or should I say

"Bush and Blair 'is killing' thousand ...".

"have been killing" is correct English.

To be correct gramatically, you should say "Bush and Blair have been killing thousands of civilians..."

And I agree with that statement.

You could say "Bush and Blair have been killing thousands of civilians.." or even the present tense "Bush and Blair are killing thousands of.." (not is)

"They have been killing" is correct, but personally I would write "Bush and Blair have caused the death of thousands of civilians and young soldiers in Iraq" because they are not doing the killing themselves, they have been the cause of their deaths through their policies.

i believe it is "have been killing" since they are still doing it and it has already been done. "is killing" does not sound right. by the way i agree with you a 100% about your statement and opinion of bush and blair.

"Have been killing" is correct. "Is been killing" conflicts itself. "Is" suggests singularity, "been" suggests multitude.
