government is never greater than religion .people can't follow the rules of government if its not accepted by the religion .

Since HiJab is a part of ISLAM. Without Hijab. the woman Beief is not complete. The governoment makes a separation between the religon and the science. But the 65% doesn't believe in that

Probably because they've been raised with this idealism since childhood they won't dare rebel. Overall i'd say tradition. Or just faith in what they believe.
