They guard their southern borders...they do not want people from Central or South America to sneak in to the US, just their own people...my wife is Colombian and she told me it is just as hard or harder to get a Tourist Visa to Mexico if you are from Central or South America than for one to the US, she tried to get one to visit Mexico for vacation and they turned her down...but she got one to the us...Mexico's hypocrisy is amazing is it not?

I'm not sure of the fence but I've seen the military patrols.
I think they point the way across the river.
Seriously there is a lot of crime happening to people as they try to cross over. When you're doing something illegal, it's hard to report it to the police. Plus the fact they are carrying their start up cash. There are bandits just looking for these people so that they can steal and rape. Crossing can be very dangerous.

Apparently not at the northern end. In fact, the President turns a blind eye on border jumpers because it's a convenient way to rid Mexico of a few criminals and I recently came across an interesting fact/fallacy. The Mexican government actually gives out information as the best way and best places to cross into the U.S.

They sure do, on the Guatemala and Belize borders. They aren't as nice as we are when someone tries to sneak in on their way north to the US however. They often shoot their border jumpers, ask questions later.

No the Mexican govt actually distributes pamphlets detailing the best routes to take to sneak into the US after all they are the beneficiarys of all the cash that is mailed back and they get rid of there illiterates that way.

Why should they care? Better to have folks leaving there than coming in. The richies got all the dough already and their bucks are coming in from the Drug Lords.
Do you consider that drug gangs are like the military?
