It's the second-last-taxi you saw (the last-taxi is the hearse that takes you to your funeral). They are used to pick up the recently deceased from their homes/places of death, and transport them to the morgue. The lights on the roof assist the living people in the van (undertakers) when they have to park it in an unusual position, or are attending a fatal road traffic accident. Sometimes an inconspicuous dark coloured estate car with tinted windows is used, and sometimes a conventional hearse can be used in which case the body will be put under the normal place, out of sight.

It's a vehicle that transports a dead person around (i.e from hospital to funeral home etc) before the time of the funeral when it a Hearse that is used.

Undertakers use vans for transporting bodies. They are classed as ambulances for the purposes of vehicle taxation.

They tend to be used at the request of the Police to transfer a body from a murder scene (for example) to a mortuary.

Maybe the body had donor organs that needed to be rushed to someone! Ooooh interesting!
