If I go to a cheap dealership and buy a vehicle (lets just say) for $500.00 and drive it home and put it in a store parking area and I sell it for $1000.00 without having permission from the state of California or the DMV etc...Is it legal? What are the requirements to doing so and Is there any paper work I need to maintain and from who/where?

In California a private citizen may buy and sell three cars in a calendar year without a sales or wholesale license. The seller is responsible for the smog test, which is good for (I think) 90 days.

the most important thing is that you have an actual title in your name prior to selling the car. if you have a title and have managed to be lucky enough to not have to insure the car or register the car then you may be lucky enough to just sell it outright. you can contact your local tax collectors office and request a title for the car if you don't have one.
