when me and my ex were young we had this passionate connection and he moved away and now he's back and I feel all these feelings I use to have for him coming back

Yes - you obviously aren't ready to move on and it's not fair to the new guy.

yes tell the new guy. its totally not fair to him for you to be seeing him while haveing feelings for someone else.
