Recipes are made to be broken. They're just guidelines. You do with it what you will. I think using potato, mayo, eggs & green onions would be fine on it's own.
Any type of vinegar would work. And lemon juice would be a fine substitute. You could also do some mustard. Horseradish or even tabasco would give it a little extra kick too if that's what you're looking for.
Experiment! See what you like! The only thing I'd say you're missing for sure in that list is a little salt & pepper. They are a necessity in almost every recipe.

You don't have to put the vinegar in at all if you don't want to, but if you want to use the regular vinegar, you should put a little sugar in it. Cider vinegar has a sweeter undertone than regular white vinegar and the white vinegar on its own might be a little too sharp. If you don't want to use sugar, I'd suggest using less vinegar than the recipe calls for.

You can use the regular vinegar or you could use the lemon juice. The zing may be a little stronger with the reg. vinegar or lemon juice - so you might not want to add as much. You can also add diced pickle for the zing instead of the vinegar.

You can skip it if you want. It will have minimal impact on the flavor. However, the white vinegar or the lemon would be fine, also. It's just to give it a little "bite".

you can use nothing or a small amount of lemon juice...here's how i make potato salad its simple..potatoes peeled or unpeeled, eggs both drain, cool, cut into small pieces depending on your liking add a small amount of mustard, any kind, mayo and sweet pickle relish, salt and pepper or old bay seasonings. add the mustard, relish and mayo to your liking some ppl like it thinner some thicker....also make sure you keep it refrigerated as mayo spoils easily.
