Windows Logo Program?

I keep trying to install my Need For Speed Carbon, and I keep getting a failed installation because I am not on the "Windows Logo Program"! WTF mate? Does this cost me money?
How do I get it?

It is a genuine microsoft, it has to be it's an HP the OS was pre-installed...
Lost...
I'm currently updating to SP2...
we'll where that takes me.

Perhaps you mean "Genuine Microsoft Windows"? if so, it says it thinks your copy of Windows is pirated, and we can't help you. if not, better give the exact error message.
