About 15 years ago a fellow did exactly that.
He strapped himself in and went for a ride somewhere back in the midwest. He controled his ascent (and decent) with a bb gun and went high enough that he was reported to the FAA by a passing passenger jet.
He was then tracked across his journey and, upon safely landing, was issued a citiation by the FAA (honest! I am not making this up) for being a hazard to navigation.
Given the anal tendencies of our government I expect that there is now some arcane law about lawnchairs and balloons.
Anyway, you can prob. find some reference to this on the internet somewhere.

I went from calif. to philippines that way, but didnt have ballons for return trip, and it was costlie to get home.
