Photoshop will do it for example.
You use the magic lasso to go around the person in one picture. Then select feathering to blend the edges for the next picture.
Then you open the picture you want to paste into. Move the select part from the first picture into the right place in the second one. As a last step you can cleanup the edges where the two meet.

Photoshop is most obvious answer, but it's very expensive. There are numerous programs that are inexpensive and even cheap that can pull off such a feat though not as powerful as Photoshop. Do a search on "photo editor" or "image editor" and see what you can find. Perhaps search for a tool on www.zdnet.com.

Adobe Photoshop is a GREAT software system to use. Depending on the resolution on your camera, the higher it is, the larger you can blow up a picture and cut things out/paste things in. Do a search on "Adobe Photoshop" and check out some of the images posted. Good Luck!

You can do it in paint thats already on your computer usually. I do photography for a living and all you do is open paint twice put one photo in one and the other in the other.
Cut out what you need on one copy it and paste it on the other photo. Basically learn from there. if you send 2 pictures to lawdarrenstuart@yahoo.co.uk I will do you an example
