In the U.S. "Secondary" refers to high school. It's a term that goes back to when "required" education was 1st - 8th grade. Secondary Education was education beyond that, 9th-12th grade. "Post Secondary" refers to education beyond high school and includes certificates and degrees in community colleges, trade schools, colleges, and universities, generally A.A., A.S., B.A., and B.S. degrees. Post Graduate refers to education beyond a college or university degree, generally Masters and Doctorate degrees.

Primary schools is your elementary school Grades 1-6 in Canada
Secondary school comes after primary school and typically Grades 7-12 in Canada, also known as high school.

Hence Post-Secondary is any education after Secondary school. (Not just college, but technical schools etc.) By definition post-secondary education is any education after high school

The antecedents for this comes from England.

post secondary can refer to college, but it usually refers to a training program, like a vocational program.
