Goldwave is pretty useful. Its a sound editing tool but you can also convert your song(s) into different formats. However you can only do up to a certain amount of commands then you have to save, quit the program and start it up again otherwise I find this quite useful =) but if you want to use this only for converting your WAV files into MP3 files then this will be useful enough for you.

This is not only free but is the best.
It also is a replacement for Windows media player and all them lot.
It's called "Jet Audio"

just do a search for a program called audiograbber, i've used it for ages, you might need to download the lame encoder seperately but it's very easy to install
