I personally stay away from highlights because I think it looks very fake. It also depends on the age of the person and whether they can pull it off.
I am probably much older than you, since you're in high school - it may look good on you. Make sure the highlights are only a shade different from your hair color. For example: black hair with blonde highlights does not look good. You don't want the highlites to be too contrasting, just subtle and elegant.

Cover up those roots b/c roots look so bad. Do it by either going totally back to your natural color or get it all died blonde again. I say no streaks b/c they may not look good in an up do. Go color crazy after prom.

You could die oyur hair back to natural brown and leave some of the blond showing to make it look like u have blonde highlights.

I went in for highlights, and my hairdresser talked me out of them. they don't look to be in all probability the element suited now, wealthy sturdy coloration is time-honored suited now. purely upload in a wealthy vivid brown.
