I am composing the company newsletter; is "congress" capitalized?

One sentence reads, "So, having a Democratic Congress might be more beneficial..." Should the word congress be capitalized? Later on in the document there is another statement "...this last Republican controlled Congress did not..." Again, should congress be capitalized? I have called the library, too... Thanks for your help.

Yes, it should be capitalized. It's a proper name.
