Sounds like a bad situation.
The 11 year old should be the greatest concern.
Sounds like she needs love an discipline. If the mother won't step up to the plate, I suggest you do. If you're unwilling to do so, then you need to mind your own business.
She needs medication and professional help and it's up to her legal guardians to get that for her whether she likes it or not.

I feel for you and them.
Unfortunately they may have try to find another relative that can handle her. Or, they may just have to have her placed in a group home. And they shouldn't feel guilty about it, they need to start thinking about themselves and their health. I can't think of much else that they can do, again I am sorry.
I know it would be hard for them but sometimes the best/right thing can the hardest.
My wife and I have been there done that. We had guardianship of 2 of our G-daughters. We've had them since 1994 when the oldest was 4 and the youngest was 2. It is the 2 y/o that has been causing the problems.
The youngest one is the one that has ADHD and ODD (Oppositional Defiance Disorder). She would do the same except for the drinking. Refused to do school work, chores, even argued about taking showers, and starting fights at school, argued with teachers. Also always saying why was I born I want to die.
They brought her home from school one day for starting a fight. She even started yelling at the teachers that broke up the fight and they had to call the school Police and they had to restrain her with handcuffs, and that was 7th grade. She has been in counciling since she was in Kindergarten, wasn't working either.
She wanted to do nothing but yell and cuss at me when I questioned what happened and that she didn't want to be in my house anymore. I gave her the phone and told her she can call CPS and have them take her then. A social worker came out, and her and I tried for an hour to convince GD that a group home wasn't the place for her. She was Adamant about leaving so the SW set it up. She has been in the group home now for a year. Even they have had problems with her.

Sounds like the state will step in soon and neither one of you will have a say in it if the Great Gparents cannot handle the 11 year old the state will take her and make her a ward of the state. Someone needs to find out why this child is drinking and acting this way they don't just go bad something had to have happened to her to make her turn out this way. She needs attention soon or she will be doing hard drugs.

I'm going to the same thing with my 8yr.old,My 16yr.old was the same way.My 16yr.old has been in & out of juvinille,& was on his way to a State boot camp.He got scared, and is now pulling A,B honnar roll.My mother now has custody.I have found that letting go has helpped my oldest.Letting the system take over.I'm hoping to find other ways to prevent my 8yr.old from getting this far gone.My prayers are with you all,and maybe we will learn more to help these kids?GodBless!!!

MAYBE YOU SHOULD CALL SOCIAL SERVICES BECAUSE THIS COULD BE VIEWED AS ELDERLY ABUSE AND CHILD ABUSE THEY MAY NOT REMOVE THE CHILD FROM THE HOME BUT PUT IN PLACE SERVICES TO HELP THE GG & THE CHILD TO RELATE BETTER W\EACH OTHER BECAUSE THEY ARE DECADES APART AND YOU MAY SAY NO BUT ALOT OF THE PROGRAMS THAT COULD HELP YOUR FAMILY ARE ONLY AVAILIABLE THROUGH SOCIAL SERVICES AND THEY COULD OFFER FUNDING TO PAY FOR THE SERVICES AND COUCELING
