I shrinked a photo to 32x32, I pasted it to Paint after I sized the blank space to 32x32, I clicked 'Save as,' I typed a name for it followed by "ico" without the quotes, I saved it to a file, and when I opened that file, the photo's name was without the "ico" sufix, and when I tried to use that icon to put on one of my files, the computer said that the file didn't contain an icon. Any suggestions? Thanks for your help.

You can download a picture to icon convertor such as @icon sushi, etc...

Use another software, i use coreldraw to make it. one thing you should consider is the size, make sure your picture good enough in 32 x 32.
