There are only certain groups that have access to this information. Police, tow companies in actual possession of vehicle and a need to notify owners, insurance companies with a claim against a vehicle, and the owner of the vehicle. If you are not in one of those categories, you can't. It's restricted to you. Same thing if you have the VIN.

That is a scam, if the police check the plate and it is to a different car you will be ticketed
