It can. If someones looking to lose weight, wait to get tattooed, if you already have it, I would suggest applying lots of lotion to the area that benefits skin tightening.
You'll probably be looking at getting a touch up, maybe a cover up if its big though (if you already have one).

I got two of mine when i was fat and nothing changed on them. The tattoo artist told me that the only things that will really mess up a tattoo are stretch marks or scars. If you develop a stretch mark where your tattoo is, it will distort it and same with a scar, but the tattoo should stretch and shrink with your skin.

I only have experience in the oposite of your position. I got all my tats (except one) when I was thin. and now I am a bit large, the only tat that has changed shape at all is the one on my pelvic bone, it got larger and a bit miscolored. the ones on my back and feet and ankle did not have any change. I know this is not really your question but I was skinny got fat and nothing really happened to most of my tats so I guess the same would happen visa versa.

ok if someone is over their wieght limit and dont like what they see but they get a tatoo and then a few months later lose some wieght, that all depends on where the tatoo is placed on the body if placed in a spot where currently there is a lot of body fat it will look stretched, its best to wait for situations like these,

They just shrink down with the skin. They actually look bolder in color. The shape of the tattoo can change a little but nothing drastic.
