Personally, I think it'll be way too hot for an outdoor wedding. If you have your heart set on an outdoor wedding, I would schedule it for earlier in the morning, or late in the afternoon -- anytime but mid-afternoon.
Another thing to consider is storms. I don't know where in Texas you are planning to get married, but consider rain and thunderstorms. When I lived in Texas, the weather was rather unpredictable.
I was married outdoors in August, in Virginia. The weather is hot and humid, similar to the climate in Houston. My wedding was scheduled for 10:30 AM while it was still comfortable.

I'm getting married June 23, and the place I'm having it said the earlier or later in the day would be better. So we decided to have it at 7 p.m. I imagine that 2 would be a little hot, but look at the past temperatures and determine your decision from there. Congrats and good luck!

2 PM would be too hot in Texas. I had an outdoor wedding in Hawaii, we had our ceremony right before sundown, so it wasn't as hot. Then we also got great wedding pictures with the sunset!!

YUP! Mississippi summers are blazin too, and Ive been to wedding about that time of year outside and I thought I was gonna die-not to mention the older guests! plus, you might be kinda sweaty and mess up your makeup and the heat may mess wiht your hair-fun pics! Do yourself a fave and seek a/c! or if you just have to have it outside, have your programs printed on fans (kinda like they hand out at football games youve prolly seen um-they say stuff like "I'm a bulldog fan" on um-basically a paint stirrer with posterboard on um) so they can serve double duty-saw this done at a wedding and it was a great idea! Also get bottled water printed with your names...have this iced down and have a big container filled wiht the bottles and Ice by your registry table so guests can have it during the ceremony...good luck!

Is there a way for you to find out what her mother is wearing? Really you should dress as mother of the bride, don't take the "step" part into consideration. Dress your best for the occasion as you would any other occasion. My aunt was step mother of the bride but she raised the bride and dressed approrpriately for the occasion as did the biological mother. I think you might be afraid of stepping on toes or that you're trying to out do her mom but don't worry about that. How is the weather that time of the year where you are? Will a long dress be hot for an outdoors reception?

If you don't have trees for shade, I would suggest renting a canopy or having your wedding later in the evening when it's "cooler"...I hear a starry Texas night is quite romantic for a wedding.....

it won't be in the 100's yet.....but if you do it outdoors maybe find a shady place. summer's are crazy here so you never really know what Texas weather will be like.

Depending on the part in Texas, honestly.
Rain is sometimes likely...(you know how it is here, if you dont like the weather, wait 5 minutes!)

Make sure it's under a tent or something...or you'll both be miserable standing under the hot sun giving up your lives
