It depends, do you have any dependents? Then you might qualify for the earned income credit. Tax refunds are simply a return of the money that you have had withheld from earnings or estimated tax deposits that are over your tax liability.

Unemployment benefits is taxable income but probably not enough to file just for that. No earned income credits are allowed for that so the answer is No for getting any refunds.

What you receive as a tax refund depends on how much you paid in throughout the year and how much you have earned total - i.e. which tax bracket you fall into. You only get a refund if what you have paid in is more than you actually owe in taxes at the end of the year.
