It's more than marking territory, sweetie. More than likely, if you're animals are not altered (spayed and neutered), she is about to come into heat.
Males can sense this, and will perform all sorts of things to ensure that they are the ones who will have access to the female for mating. These actions can include urinating on the female, biting the female, actually attempting to mount and ejaculating onto the female, and other things. These all leave the males scent on the female, and discourages other dogs from making moves.
Now, if they are both altered, I would suggest having him checked for a possible urinary tract infection. That is the most common cause of incorrect urination in males.
Either way, you should consider having them both altered, if they aren't already. There are already SOOOOOOOO many animals in need of homes now, that adding to the problem won't help.

I know a long-haired chihuahua that can pee on your leg from a foot. I think they want attention, marking territory, or trying to say he's the boss. Every time he does this call his name. If he looks at you then keeps doing it deliver it again with a stern look but this time say his name strictly. Then, take him to the place he's supposed to pee, have him look at it then say 'potty' or whatever you say like 'use the bathroom'.

My male dog (neutered) always used to pee on my female (spayed). It was simply that he couldn't wait until she was done peeing to mark his scent on top of hers. She now runs far away from him and will usually end up peeing in 5 different spots just so he can't pee on her. It's pretty funny actually.

are they altered? he's marking his woman. but he can't buy her necklaces or a ring. so he's using what he does have. or he's dominating her. walk them on different sides of you and don't let him over near her. if he's picking on her at home, disipline him and show him you're the leader not him.

well dogs usually 'mark their territory' maby thats what he is doing. i have a female chiwawa and a male chiwawa and this never happened to me tho...
