The alleged speeding offence occurred on 4th November 2006 but I did not receive notification of prosecution until 20th December 2006, some 45 days later. I understood that the initial notification had to be received within 14 days of the offence. If this is correct - can I argue the case to avoid further points on my licence and fine. Also if I am not offered Speed Awareness Course and as i was only doing 36 in a 30 zone, they often do offer these in Lancashire - can I ask for one instead of the points etc.

Depends on your state and local laws. Call up the court clerk and ask.

I was caught on camera on Oct 26th 2005 and did not get the speeding notice until 25th January, I said I couldn't remember who was driving at that time, and denied it was me. They then sent me another letter saying I was responsible for the vehicle at that time, and that if I didnot give the details of the driver they would send me to court. I again said I didn't know who it was so they sent it to court, I got 3points and £180 fine. I would have been worth it just to say it was me, but too this day I still don't know who was driving the car. They are not interested in any reasons and there is no arbitration service either!

As is said above they have up to 6 months. Regarding the course it is my understanding that will be offered to offenders at police discretion not on request.
I would wait for notification before you go any further and then contact your local police force if you want to discuss the matter further

Screw the course... File a motion to dismiss based on the 14 day rule, plead NOT guilty... (ask the court clerk for a date on the motions docket)

police can issue tickets up to 6 months later if later than that then they have to leave it, if you were caught by the yellow speed cameras they usually take up to 3 months to come through but it can go to the 6 month mark legally
