Just wait it out a little. Start off as friends and work your way up. Nobody likes a guy who has to try really hard, don't throw yourself at her. Try moving on and if you really can't then just stay away from her a little bit and see if she notices. Or just get your friend to talk to her about it and see what he thinks your best bet is.
