Yes it is possible because 20/20 vision is not "perfect" vision.
The first "20" is because the eye chart is 20 feet away from you (or 10 feet away from a mirror). The 2nd "20" is a particular line on the letter chart, but the chart I use has 2 smaller lines on it.
When people read one line smaller then 20/20, we consider their vision to be above average. Not many people read my lowest line (20/10), but if they can, they have excellent vision.
In the UK we work metrically at 6 metres, so we call 20/20 vision. 6/6 vision

Sure, it's possible.
The term 20/20 means you can see at 20 feet what a person with "normal" vision can see at 20 feet. But if you have 20/10 vision, you can discern things at 20 feet that a person with "normal" vision can only begin to see when they get to 10 feet. Conversely, 20/50 vision is worse; you can only see at 20 feet what others normally can see at 50 feet.

Yes it is possible, and it is better than 20/20. Are you sure he didn't say 20/15? It is usually in increments of 5.
