Normaly one if you live in big cities where it is rather controled. After if you decide to have another one then they will have to pay a fine.
In the countryside, you can have 2 provided the first child is a girl. But if a boy comes first then you can be sure that the parents won't try to have a girl after.
And this causes a lot of problem, because right now the ratio for born child is 116 boys for 100 girls. So in the long term there will be a huge lack of woman in China and today it has become difficult for men to find a wife.
And normally at the hospital, doctors must not say to the parents whether the baby will be a boy or a girl to avoid abortion if it is a girl. Because as you may know, in China a boy is more usefull than a girl or is more worthy as he may work harder, take the family business. that is why in the campaign there are a lot of young girls who are killed because it will a burden for the family.

None of the above are exactly true, though many have some truth in them.
The correct answer is you are allowed to have no more than 2 children legally for Chinese citizens in China. Whether is 1 or 2, it will depend on who you are and where you are.
If you are a foreigner (non-Chinese citizen) you can have as many as you want. If you are an ethnic minority Chinese in China, such as Tibetan, Mongol, or Muslim, etc, you are allowed to have 2 children no matter where you are. That is the general idea. Since the beginning of the 21st century, some big cities have changed their policies. For example, in Shanghai, if a couple are both from one-child families, i.e. both the man and the woman are the only child in their respective families, then their marriage will be granted to have 2 children.
The reason for the changes in cities is due to, 1st, many young generation of couples don't want to have children at all, 2nd, from the statistical point of view, the government recognized that there is a potential labour shortage in the near future if the old one child policy continues.

China currently has the "One child policy" If you happen to give birth to a girl..... too bad !!! Thats your one child, no second chance. Unfortunetly, many young parents are all too willing to get an abortion if the ultra-sound shows that it is a girl. In extreme cases there have been stories of giving up girls for adoption, abandonment, and even self abortions in late tri-mesters. In most large centers the policy is obeyed, and even enforced, but in small city's and rural areas it is either not enforced, or, you can pay the right people to overlook it. The other option is to pay high taxes, but since China has a very small middle class, most people can not afford it.
I recently read a story where a women who was pregnant with her second child ran away to the city to conceive. While she was gone, the police beat the husband to death...... he wouldn't tell them where she went, and they couldn't afford to pay. Tough times. In the past it has been necessary for people in the villages to have many children so that they would be looked after in there old age, and since there are still no goverment funded support programs for the elderly, they continue to have more children. These people don't have alot of money. When they are too old to work, they need someone to look after them.

I just returned from China and was told by our female tour guide the following: They can have only one child UNLESS, both parents are the only child. If both parents are the only child from their families they can have a second child. But they have to wait, I think, it was 2-3 years between. It did not matter if the first was a boy or a girl.

Just 1. If you have more then 1 the government will tax you more untill you get rid of the child. This policy may seem barbaric but it's necessary in population control. I feel sometimes that the same population control should be applied in the US for those poor people who can't afford it that have 10 children and the government supports each one till their 18. They live poor lives turn to drug dealers and put bad in society. This cycle continues and continues.

For Chinese people, there is what is called the One Child policy. This means that in urban centres, they can have one child. In rural areas, they may have two.
There are also exceptions to this: Twins and multiple births are allowed (not encouraged, but are allowed). If you have more then one child, you have to pay a heavy fine. If your child is deathly ill, and you are worried that they may not survive, then you are able to get permission to have another.
Now a days, there are incentives for people to have girls.
Foriengers living in China are not under this. Foriengers that marry Chinese are also expemt.

In 1979, the Chinese government made an act call One Child Act.
Which means Citizens in cities can only have 1 child. If you want two, then you have to pay extra100,000 yun. For people in the country sides, if your first child is a girl, then you can have another kid.

The government of China introduced the "one-child policy" which says that you can have one child, but with every child after that you must pay heavy taxes for it. I believe.

You can have 1, if its a girl you can get rid of it and have another, or wait 5 years and have another, you may have twins, or triplets legally. BTW in the countryside they dont prcatice strict controls on having children.
