If you do what is necessary to actually get blue hair, it's not going to be all that temporary. In order to get a really vivid color, you need to bleach. After you do that, the blue is really going to stick in your hair, it's won't actually be all that temporary!
I used the purple dye from Hot Topic (Raw brand) and it does not wash out. I only have to redye when my roots come in, the rest of it has STAYED purple.
Manic panic washes out a bit better, but it still does not wash out completely.
If you do NOT dye your hair, it will go back to something closer to your natural hair color. However, your hair won't be that blue. The natural color of your hair will muddy the blue and you'll end up with something that doesn't look like the goo in the jar.
Don't dye your hair blue unless you're ok with having to bleach it out once you get sick of it.
In my experience, don't dye your hair a strange color unless you're willing to: A) live with it for a long time, or B) bleach your hair to get rid of it

I was thinking of blue highlights for Christmas and my hairdresser said that despite the fact that my hair is blond i would have to bleach it first before using blue hair dye as the colour would not take otherwise and would end up a shade of greenish blue, hope that helps...

Most likely, unless it is already, you are going to need to bleach or at least lighten you hair first. Then, go to any "punk" store like Hot Topic and they have stuff. Even a hair supply store should carry it as well. I am partial to a brand called Manic Panic. It comes in a small round "jar" looking thing.

Being that your hair is "virgin hair" its going to take the color relatively well. This is a good thing and a bad thing. A good thing cause the color will take, a bad thing I dunno how semi-permanent its going to be.
Manic Panic makes a product that is styling gel with color called Dye Hard Hair Gel. You can style your hair with this and have color and wash it out the next day. Try that out to make sure you like the color first, so you are not stuck with it for weeks.

Use a semi perm color if you not light enough it may not show.
It's worth a try. You can find products at Sally's beauty they have many products that can achieve it and ask someone.
They are licensed so they should give you the correct directions for your hair type.

with blue hairdye, but bleach it first so that the colour is more vibrant and will stay longer. Leave it a while between treatments or it will be more damaging

cool! ur gonna dye ur hair blue????? that is so cool! people shud go 4 more bright bold colours more often if they r gonna dye their hair. u shud go 4 it!!! i, unfortunately, have dark brown hair. oh, and sorry, i don't no how 2 dye hair at all.
