you may be looking for "XERODERMA PIGMENTOSUM" which is a genetic disorder caused by deficiency in an enzyme necessary for the repair of DNA after ultraviolet injury.

I've heard of the syndrome with the light you describe. I forget what it's called, but there were articles about it in the Reader's Digest, where a family was dealing with a couple of their children who have it.
And yes, giantism can be genetic in cause.
