The employer pays the premium for it. The cost of insurance then gets added in with all the other costs of the employer, and figured into the end price of products or services, which "trickle down" to the consumer.

So, in the end, just like everything else, the end consumer pays for workers comp, just like taxes, benefits, and all other expenses the employer incurrs.

Here in the USA, "We the People" do. The employer must carry Worker's Compensation. But naturally, the employer must make a profit. So there are costs the employer passes on to the consumer (us) in the form of higher prices, or the employee (also us) in the form of lower wages or reduced benefits.
