It is a rather vague notion. Most people mean some sort of great sentience, like a huge invisible super being or a collective intelligence in the universe.
The term probably arose because the more philosophical ones realized that there were no gods hanging around, nor was there really any evidence of any. But they wanted to still believe there was a god of some sort, so they made the definition of "god" even more vague so they'd have an easier time believing it true.
