In theory it ought to be steel, but in practice it depends on how hard the surface is. How high the ball bounces depends on how much energy is lost when the ball, and the surface it hits, deform during the bounce. Surprisingly, steel has much lower elastic losses than any rubber. However, you have to consider that not only the ball but also the surface it hits will deform. Energy can be lost in the deformation of the surface, so the material it is made of is important. Steel has a very high force to deformation ratio, so on most surfaces, the surface will deform than the ball. This is not true of rubber. On a surface like wood, I would expect the rubber ball to bounce higher. I would expect the steel ball to dent the wood. To get the steel ball to bounce higher, you would have to drop it on a very hard surface like granite, or else drop it onto a surface that has elastic losses as low as steel; like some more steel for instance.

It depends on the compound in the rubber ball! You can make a rubber ball that doesn't bounces at all!

It depends on the deflecting surface, distance of release, and force of projectile. If the receiving surface has elastic properties, very likely the steel ball.
