What the heck is a singit? Are you referring to a persons genitalia? The skin can have different colouration in these areas and it is completely natural. If you are really worried about it (and I'm not sure why you would be) you can have it lightened chemically.

add: I know that the inguinal is the groin area, but many people refer to the genitalia as the 'groin' and 'singit' is not a word I'm familiar with. In any case, different coloured regions of skin are quite common (usually known as 'birthmarks'). However, if the patched is raised than you need to get it checked out.
