First off, you are isolating individual verses and taking them out of context. But I will comment on them anyway:
The first one, 3:151, does not talk about humans inflicting terror on other humans. It talks about God dealing with disbelievers who are going to hell fire. (If you did not believe in God, and then found out too late you are going to hell, would you not be terrified?)
The other two, from chapter 8, are about a specific situation. The title of chapter 8 is "Al-Anfal" (The Spoils of War). It's talking about war strategies.
It's pretty clear to me that none of those verses is talking about what we call "terrorism."
