bacteria are friends and foes.
some bacteria cause diseases e.g.pnemococci that cause pneumonia in the lungs.
some others like lactobacillus help in the fermentation of milk into cheese.
yet others are beneficial to plants in a relationship called symbiosis: the plant and the bacteria benefit each other. e.g bacteria in the root nodules of leguminous plants. others include nitrifying bacteria that convert ammonia into nitrates for the plants.
also, some bacteria live in the gut of ruminants and help them in their digestion (while they provide the bacteria with a habitat and protection)

It's not going to be that easy. Bacteria have many, many roles in life, human and otherwise, some helpful, and some harmful. Even in our own body, many bacteria live in us (especially in our gut) and cause us no harm, some even help us. Of course, there are bacteria that cause disease, some only inconvenient, some deadly.
So to say that they're a friend or foe is meaningless, it depends on the type of bacteria, and the situation in which it is encountered.

There are some of each.
Some bacteria can be both. For example, e-coli is found in a normal intestinal tract and helps to aid people with proper digestion. However, if it is not balanced out properly with digestive enzymes, or is overly abundant, it can cause serious harm and even lead to death
