You would have to contact the Department of Vital Records in the birthplace of the person, although you will not be able to retrieve information of another person, unless they are you child, and they are under 18.

Probably not. Most Hospitals get rid of records after 10 years or so. What state was your friend born in? Search for "California Vital Statistics" or whatever state, and you will most certainly find instructions on how to order a new birth certificate. Hospitals will be pretty much useless in this case.

No, the hospital will not be able to fill your request, by law. You might be able -- with birth mom's written permission -- get HER records from the hospital. Yes, hospitals keep records from back that far.
Plus, birth certificates are amended after adoptions. You should ask an adoption attorney about the laws in that State.

I am not sure which country you are from but I think the protocol is probably the same, you are entitled to see our own birth certificate as it is a primary form of identification, the hospital should have all the records but if somehow they don't I would suggest you go to the Department of Home Affairs, they would most likely be able to help you.

Most Hospitals no longer have that data . You probably should go to County Courthouse , to Get copy. At least that is where We have gone to get copy's in Maine and Indiana...
