Can you make or get a 5x7 or close at 600ppi file of the image?
This may give you a size to work with.... you can go to Filter,other,high pass on a copy of the image at layer 2. Set the filter so you can just see the outline of the image. Go a little beyond that and OK. Set the blend at overly for layer 2. This will sharpen the image safely without blur.
You can click the high pass layor on and off a see the differece in focus... even on a well focussed original.
merge visable in photoshop and you mayhave the image you want in pretty good shape.

I doubt you can save this photo, but try using "resize" and set the resolution of your photo at a high number like 300 ppi. Then go around the borders of the subject and do some cloning or erasing or painting to try to eliminate some of the "steps" that you see. It might be possible if you have turned one pixel into twelve by resizing this way.

smoothing out the picture wont distort the file size. i believe 640x480 at 8X6 would be 82 dot per inch. where at 72 dot per inch 8.882 X 6.667. clean on screen however pixlated on paper. that would be 11 percent larger. so cutting cutting off 5.5 percent of each side of the picture. on the computer it would be clean however printed down it would be not as well.
in short there not much you can do to save the picture.

You won't be able to get the picture loking 100%, but if you want to keep the size the same, you can apply a "blur" filter...
It will make the photo a little fuzzy, but it will reduce the harsh edges of the pixels.
Besides... You could always say the bluriness is an artistic statement!

You can't if you want to keep it at 8x6... the best you could do it have it look blurry. You best bet, which was touched upon by SuperNiceGuy2000, is to reduce the size you print at. What looks pixelated at 8x6 would look good at 3.2"x2.4"

filter always helps photos lighten in photo shop, so does the brightness and contrast in the automated thing. also if you go to open as camera raw and then choose the file you can really mess with it there

I WAS ABOUT TO SAY THE SAME THING AS THE PERSON ABOVE ME!! BUT YEH YOU CAN BLUR THE PICTURE SLIGHTLY TO KEEP THE PICTURE FROM LOOKIN PIXELATED, NEVER BE ABLE TO MAKE IT PERFECT, OR YOU CAN MAKE THE PICTURE SMALLER AND THAT'LL HELP A LITTLE
