I know this is not the answer you want, but there is none.

It is possible to some extent to use machine translation as an electronic dictionary/phrase book, or just to get an idea what the content is about - if an article is about UN resolution or NBA playoff, for example - but when you try to have sentences or pharagraphs translated, the result doesn't make much sense, especially between two languages with fundamentally different structures such as English and Japanese.
