you have to get to know him first before you can proceed with whatever step you are going to take, so find out more about him, what would be his hobby, his home address, which school he attended or where he worked, his phone number, just any thing regarding him ! But if you can't get to know him then try from his friends, befriend with this people who know him, join them on their activities[ if you are too shy then try getting your friend to come along ].
After knowing him personally then only you can date him out one on one, or get him to assist you in fixing your PC[ whether its true or you made-up the fault is ok ], try borrow some books or cd from him, get him to watch his favorite movies with you, or prepared something that he likes n get him to come over to your house to sample those specially cooked food just for him ! n the list go on n on !
like or love a person can be conveyed not only through words but action too ! n action speak louder yet never scare him off !
