it is just pldc, as the acronym has already been spelled out above it is primary leadership development course and actually is now called WLC warrior leaders course. it is just a school to learn how to become a good leader in the army. you cant really call or email but they can call you in the evening when they have time. it is usually four weeks long but recently for a short amount of time it was crunched down to two weeks but they extended it back to four weeks again, at least at the post i am at. it is very safe but very time consuming, dont be surprised if you dont get many phone calls.

Like the Army has Primary Leadership Development Course,(PLDC) where someone who is preparing to become an NCO is taught the basics, Basic NCO Course, (BNCOC) is to build on what was taught in PLCD and more rank specific tasks. Advance NCO Course (ANCOC) builds on that and prepares NCOs for being the senior enlisted in a Company or higher level.

I think you mean PLDC (Primary Leadership Development Course). It's a leadership program for Army junior NCO's and those who are about to become NCO's (non-commisioned officers). It lasts about 30 days. It's focus is troop supervision and Army regulations. It can be a pain, but it is necessary for advancement.

Partnership for Local Capacity Development (PLCD)
The partnership would also seek to develop methodology for monitoring the effectiveness of model city-to-city cooperation initiatives with the aim of better understanding an appropriate match between types of capacity development needs and various support modalities. Issues and lessons learnt would be addressed in the periodic reports.
