Sounds like she's already reached the point that you will never want to date her. She'll give you some time, but if you don't call her...well, I promise she'll call you back with another lame excuse to hear your voice. I wouldn't touch her with a ten foot pole at this point. Even if you know you could use her for a night or two, you would pay DEARLY for it in harrassment later. You probably ought to just tell her that you aren't interested, even if you have to be mean. As long as she thinks she might have a chance, she will never leave you alone.

Do you know him personally and see him everyday? If so ... I'm not sure if "calling" him to apologize for "calling" him so much in the past is a good idea. Get what I'm saying? Calling him doesn't justify the apology. Then again ... I guess you could call him to apologize. It would be somewhat weird, but if you do, call him ONCE and only ONCE. Apologize, and that's the end of that.

she's probably still needy.
Obviously she still likes you.
And
She has either learned new subtleways to get the attention she needs and is trying it out on you or she realized her needyness and made a change and wants to try again.
There is a very slim chance that she actually doesn't want to be with you but thought it proper to appologize for her needy behavior.

Just because he's a so called "gangster". . . doesn't mean she should let him disrespect her like that. She should have let him know upfront and if he had a problem with it. . . then stop seeing him. Obviously, she has low self-esteem.

Well at least she realized her mistake of the past. I don't think it would be too weird.
